Default ASP.Net Web services Question?

My faculty gave a project on asp.net and he said we should use web service that enables the administrator to start and stop the server. It did not make sense to me because I have never seen an asp.net web app that has start/stop server stuff. If it’s true, can someone help me with a method or direct me to a web site design company where I can get a web service code that does the job. Thank you
