Common Sense...
...is the best teacher. You can't go wrong. For instance, most situations you are going to come accross with web developing can be solved in a few google searches. However, having a basic knowledge of the industry is usefull so you have a standard set in your head.
Also, remember most instances have been ran into before. You will more than likely find out that a piece of code you need has already been written, so try to look for it first before you spend pointless time.
You could always just find a nice (CMS) Content Management System like mambo, joomla, or subdreamer. You can install these to a server and have your site functional in a matter of minutes!
I must say though, the most usefull tools I have at my disposal are the Adobe CS programs. Especially Photoshop. Learn that in and out, no question. Always remember though, you're not always going for the best looking site. Content is key. Look at a site like Gamefaqs.com. Simple, but a huge benchmark for information in the gaming world today.
