Default Website Upgrade

I seem to be having difficulty explaining my question so I am hoping that in this forum, someone will understand and be able to help me.

Our church has a website.
It was built several years ago using FrontPage2003.
The lad that built it has gone on to other things.
The original software - second installation - is on the music director's laptop and he uses it to download the weekly sermons in MP3 format.

1) we do not have a church office or church "computer"
2) we do not want to build a new site - we want to use the existing site
3) it is my understanding that I can no longer purchase FrontPage; I will have to get Expression Web

Can we use FrontPage and Expression Web concurrently?

Is there a way to locate the software on-line so that as the responsibility for the website is transferred from one person to another (as is the way of volunteer organizations) we will not run into this problem in the future?
